What a marine weather warning should tell you

A marine warning is not just a list of numbers. It is a decision aid used by people who need to know what can happen, when it can happen, and what to do next.

The useful part of a forecast is not only the condition. It is the operational meaning. Wind, visibility, rainfall, and wave information need to be connected to the work happening at the port.

A good warning answers four questions: what is changing, where will it matter, when should people act, and how confident are we? If the person receiving it has to translate the forecast themselves, the warning is unfinished.
